Local Florida officials estimates that the cost of educating the children of the Marieltos exceeds $40 million in the 2 years they have been here. Many of these cost are expected to continue. Fortunately. the amendment offered by the Senator from Texas includes school districts that now have a large number of children of Cuban and Haitian entrants. Since immigration is a Federal responsibility. I believe that the Federal Government should be responsible for those costs forced on localities as a result of a failure of the Federal Government to enforce its laws. I thank my friend from Texas for his leadership on this issue. and I urge my colleagues to support this amendment.
