Mr. President. I support the amendment offered by the Senator from California . New Mexico shares a 180mile border with Mexico. so naturally it has been one of my priorities to find a practical and fair solution to the problems of undocumented workers from Mexico. The pending amendment is a key to resolving those problems. It simply recognizes that a significant number of Mexicans supplement their income by working temporarily in the United States and that our Nation has a continuing need for shortterm labor. I commend the manager of the bill. Senator SIMPsoN. for addressing this socalled pushpull phenomenon in those provisions of the bill that streamline the H2 program.
