We have discussed that previously. It is a good question. There are a number of groups of people in the United States whose members are known to the Immigration and Naturalization Service. but who do not fall into the statutory immigrant or nonimmigrant category. The bill as drafted leaves it to the discretion of the Attorney General as to which of these groups should be considered in unlawful status and. therefore. included within the legalization program. We are informed by the General Counsels office of the INS that persons on extended voluntary departure do fall within the scope of the legalization provisions.
