Session #97 · 1981–83

Speech #970225156

Mr. President. I rise in opposition to the amendment offered by the Senator from Massachusetts and in support of the H2 provisions in S. 2222. the Immigration Reform and Control Act of 1982. The H2 provisions of current law permit agricultural employers to hire temporary alien workers only if "unemployed workers capable of performing such service or labor cannot be found in this country." Agricultural employers and the various State employment services are required to search for and recruit workers everywhere in this country before they can justify bringing in temporary workers. Such workers will not remain in this country. but will be here only long enough to make up a temporary labor shortage.
