I certainly concur with the last remark of the Senator from New York. indeed. a sensible solution sometimes does escape us in this place. I thank the Senator because he has brought an interesting issue to us. It is something we have spent a great deal of time discussing in the Select Commission on Immigration and Refugee Policy. and in the subcommittee and the full committee. I think the Senator from New York will be very pleased at the information I can share with him. We do not want to preclude any options available to the administration in developing the more secure system.
