He was arrested again in 1979. on a fabricated charge of rape. and was then sentenced to 5 years in prison. Many of us are concerned about Mr. Horbals unjust imprisonment but also about his physical and mental health. Reports smuggled out of the Ukraine reveal that he has been physically mistreated and is so depressed psychologically that he has even contemplated suicide. For these reasons. I have written to Ambassador Dobrynin expressing my concern about Mr. Horbals situation and asking the Ambassador to secure Mykola Horbals release. and to permit him to exercise his right to emigrate from the Soviet Union. if he so chooses.
