Next. it moves the temporary residency date from January 1. 1982 to Next. it provides for a block grant program to fund It. Next. it prohibits permanent residents from getting welfare benefits for a period of 3 years after the enactment of S. 2222. Mr. President. I commend the able Senator from Iowa for his willingness and effectiveness in putting this compromise together. It addresses the concerns of many Senators. including myself. the administration and those groups who have expressed concern about an amnesty for illegal aliens in this country. I feel this is a good amendment. and I hope the Senate will approve it.
