We have no way of saying. nor do we try to say. that the legalization aspects are the only answer. But they are part of an answer. And I would ask the Senator from North Carolina to look at this as just one of the very important aspects of the bill. Even if his amendment is adopted. it would not solve the problems that we are trying to solve. Such deportation proposals. if they were to be carried out. would lead to the disruption of peoples lives. It would be extremely costly and it would contribute to racial tension.
