Session #97 · 1981–83

Speech #970224169

Mr. President. may I emphasize. in opposition to this amendment. that under our measure. as presented by S. 2222. legalization is not a reward for violation of the immigration law. If we start with that premise I think we can work the issue a little more appropriately. Legalization into this measure is a practical solution to a serious national problem. There Is in this country because of illegal immigration in the numbers we have had in years past a population estimated at 3.5 to 6 million by the Select Commissions. and that was 4 years ago. One identifiable fact is real: There is a fearful subclass of at least 3 to 6 million human beings in the United States. and most likely many more. This results in a group of human beings who live in enclaves or groups fearful to report crimes against their property or their person or their families. afraid to seek medical help. afraid to go to a hospital unless It is to give birth. and then the individual is giving birth to a U.S. citizen.
