At the same time. we see thousands of Haitians and people from other countries beginning to land illegally on Florida shores. Once again the people of Florida have had to pay more than their share to provide for this new wave of entrants. The Federal Government stood idly by and did little or nothing to stop the flow of people. The Immigration and Naturalization Office of Florida was overwhelmed. Backlogs of literally thousands of immigration cases appeared overnight. A holding facility for newly arrived aliens was set up at an abandoned military base called Krome North. The conditions at Krome were horrible.
