Session #97 · 1981–83

Speech #970218234

Obviously some governments do not observe these rules. The Soviet Union is a case in point. The Soviets have not only subscribed to the Helsinki accords that require their Government to permit family reunification and emigration to this end. They have also ratified the International Covenant on Civil and Political Rights which also defines emigration as a right that everyone. no matter what country he or she resides in. should exercise. You surely agree with me that the Soviet Government should live up to its commitments. For the sake of humanity and for humanitarian rules and for the sake of the Balovlenkov family.
