The second meeting convened in Madrid on November 11. 1980. and will resume on November 9 of this year. These review meetings have clearly documented a continuing pattern of hypocrisy on the part of the Soviet Union and the majority of its Warsaw Pact allies with respect to their obligations under the human rights and humanitarian provisions of the Final Act. The Soviet record of compliance with the provisions of family reunification. religious freedom. binational marriage. fl ee flow of information. and treatment of national minorities is appalling. Sadly. the records of Romania. Czechoslovakia. the GDR. and Poland. are little better.
