Mr. Speaker. the attitudes and practices of the Soviet authorities continue to bewilder all observers of Soviet emigration policy. Today. I wish to call my colleagues attention to the continuing harassment of Jewish refuseniks and the Soviets calculated campaign to strangle the vitality of their own Jewish community. Soviet Jews ask to leave the Soviet Union because of the rampant and vicious antiSemitism fostered by the government apparatus. The Soviet Government continues to violate the Helsinki Agreement in the most blatant ways by denying the Jewish community linguistic. cultural. and religious rights. including the right to study and teach Hebrew.
