So why do we waste the time of the Congress with political grandstanding resolutions of this sort when we have so many other bills of vital importance still awaiting action? Where is the regulatory reform bill? How about the export trading bill? Where is the Caribbean Basin bill? Where is the nuclear waste disposal bill. the highway aid bill. the illegal alien bill. the balanced budget amendment. the job training bill? How about the 13 regular appropriation bills and the budget reconciliation legislation that we still have not even begun to act on? We have been procrastinating around here now for almost 7 months.
