Session #97 · 1981–83

Speech #970198182

CHRIS SMITH and WILLIAM COYNE. This group is a manifestation of Congress continuing concern for the thousands of Jews in the Soviet Union who are being denied their most basic human rights. The number of Jews being granted permission to emigrate from the Soviet Union keeps dwindling. while the cultural genocide occurring within that country intensifies. Each individuals story is distressing and merits our involvement. but I would like to bring to my colleagues attention the case of Fima Flomenblit. Mr. Flomenblit. a 45yearold single man. has been seeking permission to go to Israel since 1973. His application has been repeatedly refused on the grounds that he has no immediate relatives in Israel. While Soviet officials often cite lack of family ties as a reason for denying a visa. it is not the crux of the issue. The crux is that a man is being prevented from living in the country of his choice and freely practicing his religion. We. as Members of the U.S.
