This revised bill still contains nearly a billion dollars in unrequested. nonurgent funds in addition to those urgent items requested by the administration. The bill adds almost 20 supplementals not requested in the budget. including unneeded funds for the National Archives. the Postal Service. CETA. refugee assistance. Ginnie Mae. and a number of other nonurgent appropriations provided for in more than 10 maJor categories. While Congress is debating which nonurgent items to add to the supplemental. 10 agencies are awaiting requested funds totaling $4 billion that really are urgent and essential to continuing agency operations for the rest of the year.
