Speech #970194162

Mr. Speaker. the gentleman from California is today introducing a resolution asking the Secretary of State to recommend to the Attorney General that extended voluntary departure status continue to be granted to all Ethiopian nationals who have continuously resided in the United States since before January 1. 1980. I am a cosponsor and supporter of this resolution because it seeks to alter a recent decision by the Immigration and Naturalization Service which could have a grave impact on many Ethiopians now living in the United States. INS has ruled that as a result of a "stabilization of conditions" in Ethiopia. thousands of Ethiopians currently residing in the United States are now subject to deportation unless they can show evidence that repatriation to Ethiopia would result in their persecution. Following the 1974 revolution in Ethiopia. 30.000 men. women. and children were executed for political reasons. Tens of thousands were imprisoned. or exiled. as the military government under the leadership of Lt.
