I would point out that they are not affected to any degree like we are in Orange and Los Angeles Counties. I certainly agree with the sentiment that we do not want to do anything that would encourage people to go on welfare. But to suggest to those local communities that are receiving large numbers of refugees pursuant to a Federal decision that they ought not to expect reimbursement in terms of cash and medical assistance to the extent that they actually incur those costs is not. I think. a way to build confidence in and acceptance by those communities of the refugees who are sent there pursuant to Federal action.
