Chairman. I would like to very much thank the gentleman from Puerto Rico for his help over these past 2 years. the 2 years which the gentleman from Kentucky has been chairman. The gentleman has appeared before our committee with respect to the Refugee Act and with respect to the Immigration Reform and Control Act. which is now pending. His suggestion. particularly in reference to impact aid or some type of impact aid program. weighs very heavily with the subcommittee in its decision to ask that a study be made of the pros and cons or the feasibility or unfeasibility. If a study comes back. as I suggest it will. it will add very much to our knowledge of the subject.
