Session #97 · 1981–83

Speech #970190046

No one challenges that fact and no one doubts but that success in the mainstream of the United States depends virtually exclusively upon mastery of English in its written and spoken forms. We live in rapidly changing times. Californias population will be predominantly Third World groups within my lifetimeeven if all immigration stopped today. Given this fact it seems to me that we must work hard to avoid the kinds of political and social discrimination against others which prevailed prior to the days of the Voting Rights Act of 1965. I am fully aware of the objections to bilingual ballots and other forms of bilingualism.
