Session #97 · 1981–83

Speech #970190041

Obviously. our law permits only citizens the right of voting. One is a citizen only through one of two ways. Either you are naturalized or you are a nativeborn American. If you are a naturalized citizen then you have gone through a naturalization process required by law which in part requires an English language capability in both reading and speaking. If you are a nativeborn American you have had the opportunity of attending Englishspeaking schools and growing up in an Englishspeaking society. So in both cases there is no need for bilingual ballots for voting citizens and such Federal requirements placed on State and local jurisdictions are unnecessary. disruptive. and wasteful.
