Session #97 · 1981–83

Speech #970190020

With his new language and freedom of mobility. he could seek opportunity in any part of the country. not just the confines of a linguistic ghetto. Today. as in the past. our country is an attraction to people from all over the world and from every cultural and linguistic background. In fact. we have more immigrantslegal and illegalentering our country now than ever before. Given the important role of the English language. it is essential that these newcomers recognize the necessity of learning the common language which will allow them to participate in American society. But we are not giving our immigrants the signal that they are welcome into our society. We are simply telling them that they can stay separate and continue speaking Spanish or Japanese or Cantonese or whatever. and somehow they can still make something of themselves and participate in our society as equals. There is another element of discrimination in all of this that no one has pointed out.
