Session #97 · 1981–83

Speech #970189403

But certainly. the bill could very easily promote not only proportional representation as a remedy. but something less than strict proportional representationa quota. This is a very cleverly worded provision here. It says there is no right to have members of a protected class elected in numbers equal to their proportion in the population: but. you see. earlier. it says that minorities do have the right to elect representatives of their choice. the only way you get that result is through a quota system of some kind. We are back to the affirmative action situation. in which quotas rule despite statutory disclaimers. So. yes. it may just be that we would not have literal proportional representation. and oh. yes. the bill disclaims proportional representation as a right.
