Speech #970189335

As a result of the temporary nature of these special provisions. Congress has been called upon twice before to extend key sections of the act. first in 1970 and more recently in 1975. Both in 1970 and 1975. Congress conducted a detailed review of the progress under the act. Each time it concluded that. although the literacy test ban had been complied with. nonetheless. the acts special provisions should be continued. And significantly. in 1975. Congress expanded the coverage of the act to protect language minority citizens from effective disfranchisement. This followed the review of an extensive record filled with examples of the barriers to registration and effective voting encountered by such citizens in the electoral process.
