The final act of the Helsinki accords requires signatories to respect the fundamental rights of their citizens. Yet. the Soviet Union has refused to abide by this obligation. Instead. it has robbed the Baltic people of their liberties by forbidding religious and political freedoms. Since 1959 the Soviets have pumped in their laborers to forge the Baltic States into three of the most industrialized areas of the Soviet Union. Furthermore. the Soviets have deported native Baltic people to Siberia. The influx of foreigners coupled with the removal of indigenous people has resulted in the destruction of Baltic selfidentity. In light of tlese flagrant abuses of human rights.
