One thing is certain: If he is arrested. he is ready and able to pay a lot of money to avoid trail. over $75.000 on the average. title II of S. 2543 is designed to close this revolving door situation. It enables a judge who is considering bail for a person arrested on drug trafficking charges to look at the persons prior criminal convictions. or to determine if he is traveling with a false passport. or if he is an illegal alien. In such cases. the person would not automatically be eligible for bail. The revolving door would be shut.
