DEA. and INS the FBI increases carried out with the Senate Intelligence Committees desire to increase our counterintelligence capability and tried to stop the proposed elimination of 120 special agent positions. The DEA increases are based on recommendations made by the Senate Permanent Investigations Subcommittee. and would increase DEA special agent staffing up to 1979 levels. and help DEA reimburse the military for assistance in antismuggling activities. The INS increases are in line with the staffing levels authorized by Congress last year. and with the increases in manpower levels for the Border Patrol that are set out in Senator SIMPsoNs comprehensive immigration reform package. Unfortunately. the Budget Committee did not see fit to adopt this minimal increase over current services level of effort. In fact. the Budget Committee froze all spending in the law enforcement function at fiscal year 1982 levels. thereby creating a shortfall of $200 million for fiscal year 1983.
