Session #97 · 1981–83

Speech #970174062

Frolov met and fell in love while she was doing research on Russian history for her doctoral dissertation. They were married on May 19. 1981. and Mr. Frolov subsequently requested a visa to leave for the United States where he and his wife planned to settle. When he requested the exit permission. Mr. Frolov. a freelance journalist. lost all of his employment and has been unemployed since that time. His visa request was denied on September 7. 1981. citing bad relations with the United States. Recently when Frolov again was refused the visa the only explanation he received was that his departure was not in the best interest of the Soviet State. Unfortunately the lives of Mr. and Mrs. Frolov have been caught up in a power struggle not of their making. The refusal of the Soviet Union to issue the visa constitutes a direct violation of the Helsinki accords. To express their determinationand out of desperationthe FrolovsAndrei in Moscow and Lois in Chicagohave joined four other Soviets with spouses in the West in a hunger strike. My resolution calls upon the Soviet authorities to grant Andrei Frolov an exit visa thereby living up to the humanitarian pronouncements of the Helsinki agreements.*
