The most harmful and shortsighted proposal in the administrations February budget was to fold the WIC program into the maternal and child health block grant and reduce funding by $300 million. The WIC program has been shown to reduce the number of low birth weight infants. It is one of our most cost beneficial programs. saving $3 for every $1 spent in feeding pregnant women. It is neither prudent nor wise to reduce the money for food and leave to chance whether States will provide food at all. Further proposals to expand the block grant by including migrant health and black lung programs and freeze total appropriations can only severely impair the health of future generations. Money "saved" now will be paid many times over in years to come. Mr.
