I am also pleased that Chairman NATCHER of the Labor. Health. Education. and Welfare Appropriations Subcommittee supports this amendment. I want to thank in the warmest way the distinguished gentleman from Kentucky and the distinguished gentleman from Massachusetts and especially the distinguished gentleman from Washington for offering this amendment. On March 12. the Department of Health and Human Services published regulations which reduced the amount of time a refugee or entrant is eligible for cash and medical assistance from 36 to 18 months. This change was effective on April 1. 1982. Nineteen States were unable to implement the change due to court orders.
