The Coast Guard is much more than just another part of the Department of Transportation. It has an important national security role as one of our Armed Forces. becoming part of the Navy in time of war. Its lawenforcement duties have come to greater notice in recent years with the interdiction campaigns mounted against drugs and illegal aliens. The Coast Guards most important role. however. remains what it always has beenthe preservation of life and property at sea. I would like to state in the strongest possible terms that unless the funding contained in the urgent supplemental appropriations for the Coast Guard is passed. it will not be able to carry out these missions properly.
