Mr. Speaker. it is a telling sign of the repression that exists in the Soviet Union that they punish its citizens that seek a better life by emigrating to another country. The Soviet authorities think that by harassing and ostracizing its citizens that wish to emigrate. they will deter others from requesting exit visas. However. this tactic has not worked. Yuli Kosharovsky. a leading Hebrew teacher in Moscow. was fired from his job as a radio electronics engineer when he applied to emigrate to Israel. Since then. Mr. Kosharovsky and his family have been victimized by the KGB. I urge my colleagues to join me in calling upon the Soviet Union to immediately cease its persecution of individuals seeking to emigrate and to halt its denial of religious. civil and human rights to Soviet Jews.o
