In ill health in a special regime labor camp. Niklus is in need of immediate medical attention. The Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights guarantee to all individuals the right to freedom of thought. conscience. and religion. plus the right to hold opinions without interference. the right to freedom of expression. and the right to emigrate. Moreover. the Final Act of the Conference on Security and Cooperation in Europe (the Helsinki accords) commits the signatory countries to respect individual rights and fundamental freedoms. The resolution expresses the sense of the Congress that the Government "continue to express at every suitable opportunity and in the strongest terms the opposition of the U.S. Government to the imprisonment and treatment of Niklus." It urges his release from prison. proper medical care. and permission to emigrate to Sweden to join a relative. It is also the purpose of the resolution that the Government of the Soviet Union be informed that the United States in evaluating its relations with other countries. will take into account the extent to which such countries honor their commitments under international law. especially commitments with respect to the protection of human rights. I urge that you join me and my many cosponsors in passing House Concurrent Resolution 218.
