Mr. Speaker. as a former lecturer at the University of Pennsylvania. I am painfully aware that this year the freshman class is incomplete. This year. the freshmen class does not include Leonid Brailovsky. Leonid Brailovsky was 11 when his family was denied permission to emigrate from the Soviet Union to Israel. Until 1975. he studied in one of the mathematical institutes in Moscow. That year Leonid refused to join the Young Communist League. He became the object of ridicule. scorn. and antiSemitic harassment. and was forced to leave school. He cannot study at a university because he is not a member of the Young Communist League and because of open discrimination against Jews.
