Mr. President. today I am introducing legislation which will make federally funded bilingual education programs more responsive to the needs of local school districts serving immigrant children. My legislation. entitled the Bilingual Education Improvement Act. will authorize funding for a broadened range of instructional approaches for teaching English to children of limited English proficiency under title VII of the Elementary and Secondary Education Act. This bill will also target funding on projects which serve children whose usual language is not English. and authorize bilingual vocational education. teacher training. and materials development under title VII. I have consulted with Education Secretary Terrel Bell who agrees fully with the provisions of this legislation and plans to work with me to encourage its passage.
