Mr. President. I simply wish to add that in all of the range of authority in matters of nuclear war. nuclear peace. and nuclear strategy. none today can speak with greater authority than Hans Bethe. A refugee from Nazi Germany. he arrived here at a very young age. He immediately associated himself with the American war effort and he was standing next to Oppenheimer at Alamogordo. Bethe was present at the creation. When he speaks he should be heard. and he speaks with great alarm in this article. Mr. President. I thank you for your patience and courtesy. I thank my friend from Virginia for allowing me to continue with these matters while he has matters of pres3ing importance.
