Professor Albers thusfar futile efforts to leave the Soviet Union are repeated by thousands of other Soviet Jews refused visas for no other reason than a desire to emigrate to Israel. We in the United States are watching with alarm the startling decline in Soviet emigration. The number of Jews allowed to leave the U.S.S.R. in February of this year was 283. the lowest figure since 1966. Indeed. the number of Soviet Jews permitted exit visas reached the lowest point in a decade in 1981. when 9.500 individual visas were granted. compared to 21.500 in 1980. and 51.000 permits in 1979.
