The Afghan people have certainly made their position clear. Despite the disruptions and hardships that exile inevitably brings. some 3 million Afghanis voted with their feet and fled their homeland. This was almost 20 percent of the entire population of the country. and it is today the largest group of refugees in the world. Their situation is lamentable. just as their determination not to live under the Soviet yoke is both understandable and admirable. These refugees are paying a high price for freedom. and they fully deserve the solidarity and assistance we are extending to them. We must reserve a special measure of admiration for those Afghan people who made an even more courageous decision: to stay at home and fight the
