Mr. Speaker. that Leonid Perlov had no access to such materials. Moreover. the rejection of the initial visa application took nearly 2 years to be processed. Even by Soviet standards. tis was more than enough time to concoct a false Justification for this action. Of course. the Perlovs had little choice but to accept this decision. at least for the time being. But in August of last year. they applied once again for an exit visa. This time. the rejection came swiftly. and for the same reason. In September. the Perlovs application was once again denied for security reasons. Two factors underline the callous brutality of the Soviet authorities in this case. One is that Leonid Perlovs sister. Galina Mirmelshteyn. was allowed to emigrate in August of 1979.
