A legalization program that would permit the adjustment of status for aliens in the United States prior to January 1. 1978. is also an Issue which will be debated thoroughly during consideration of this legislation. On the whole. however. I support the thrust of the SimpsonMazzoli bill. It places an overall ceiling of approximately 425.000 on annual admissions. It permits summary exclusion of undocumented aliens and minimizes many of the legal impediments of the Government to deport nonimmigrants. A modified H2 worker program is established that seeks to protect U.S. jobs. while permitting seasonal workers into the United States to take Jobs that cannot be filled with U.S. workers. I intend to work with Senator SimpSON and the administration on this important legislation.
