The treatment of Shcharansky. whose health is threatened because of the poor care he receives. reveals a broader picture of the abuse of rights and overall mistreatment of Soviet Jews. Though an official emigration policy has been in place for more than 13 years in the Soviet Union. the Soviet Government continues to make emigration a difficult and exhausting ordeal. In fact. emigration is nearly unobtainable for Soviet Jews. And. Shcharanskys case shows that there is apparently no end in sight to this indiscriminate abuse.
