Shcharansky was sentenced on July 14. 1978 to 3 years in prison and 10 years in strict regimen camp. The real motive behind the Soviet Governments imprisonment of Anatoly Shcharansky was the fact that he had attempted to make the authorities live up to the pledges they made when the Helsinki final act was signed in 1975. Mr. Shcharansky was one of the leading members of the Moscow Helsinki monitoring group. and this. combined with his attempts to emigrate to Israel. made him a prime target for harassment and arrest by the KGB. As cochairman of the U.S. Commission on Security and Cooperation in Europe. which monitors compliance with the Helsinki accords.
