We wish to work with him for better and more cordial relations in the future. Both the United States and Somalia desire to limit Soviet and Cuban influence in Africa and insure the continued development and security of Somalia. The United States has made substantial contributions to Somalia. both directly and through the United Nations High Commissioner for Refugees. The purpose of these contributions is to help alleviate the suffering of the innocent victims of the Ogaden war. develop Somalias economy and supply needed arms to the Somalian army. We realize these efforts have not solved the underlying problems of refugee influx and inadequate arms. but in the next fiscal year we will extend increased economic aid and FMS. foreign military sales. to help to develop the country and provide for its defense needs. In turn. the Somali Government extends to the United States use of air facilities at Mogadishiu and Berbera and naval facilities at the port of Berbera. We are fortunate to have friends like Somalia in the strategic Horn region. which is threatened by Soviet adventurism.
