Declaration on Human Rights. and the 1975 Helsinki Final Act. He symbolizes for me the power of the human spirit to defy the great weight of Soviet bureaucracy and repression. It is my great hope that the Soviet authorities will allow Lev Elbert and his family to leave the Soviet Union and end their campaign of abuse and repression against him and all other individuals seeking to exercise their right to emigrate.
