Mr. President. on March 4 the Senate passed House Joint Resolution 373. which expresses the sense of Congress that the Government of the Soviet Union should respect the rights of its citizens to practice their religion and to emigrate. The resolution further stated that these issues should be among those raised at the 38th meeting of the United Nations Commission on Human Rights. This is a most timely resolution. As Senator PELL pointed out. over the past few years. the persecution of Soviet Jews has increased on a number of fronts. The number of Jews permitted to emigrate has substantially diminished. Dissident Jews have been harassed. and arrested on trumpedup charges. Those attempting merely to engage in religious worship are also harassed.
