LENT. in the 1982 congressional call to conscience on behalf of Soviet Jewry. Today. I wish to call the attention of my colleagues to the plight of Mikhail Salman. a refusenik who has been denied his human right to emigrate from the Soviet Union. Mikhail Salman first applied to leave the Soviet Union and immigrate to Israel in 1978. At first he was granted an exit visa. The exit visa was later rescinded on the grounds that he was leaving his parents behind. It should be noted that Mr. Salman is a member of the Cultural Seminar in Leningrad against which the KGB has been waging an increasingly bitter campaign.
