Instead. he has come to represent the thousands of Soviet citizens who have suffered needlessly for crimes they did not commit. and who still continue to protest the cruel antiSemitism in the Soviet Union. We admire the personal courage of Anatoly Shcharansky. Ida Nudel. and the countless others who persevere in their struggle for human dignity and freedom. We again call upon the Soviet Union to release its prisoners of conscience. and allow them to emigrate in accordance with their basic human rights. As a signatory of the Universal Declaration of Human Rights and a party to the Helsinki Final Act. the Soviet Union has indicated its commitment to certain values and principles. We ask that these commitments be honored.
