The notion of racial and economic superiority must be put to rest. We have an outstanding opportunity to express our commitment to mutual understanding and support. As we look at the issues surrounding immigration law reform. I urge my colleagues to be open. to be sensitive to the needs of the Mexican people. and to be conscious of the historic social and economic ties which bind the great nations of Mexico and the United States. At this point I request unanimous consent that the following article. "Illegal Aliens: Should the U.S. Put Out the Welcome Mat?" from the February 17. 1982. issue of the Christian Science Monitor be printed in the RECORD. The article provides us with an excellent review of the questions surrounding the issue of illegal aliens within our borders. I commend it to my colleagues.
