His efforts and those of many others have contributed to the successful progress of the legislation before us. I would urge my colleagues to vote unanimously in favor of House Joint Resolution 373 as a signal to the Soviet Union and the U.N. Human Rights Commission of the undivided commitment of the U.S. Government and its people for religious freedom and the right to emigrate for all peoples. Thank you. Mr.
