Mr. Speaker. I rise in staunch support of House Joint Resolution 373. which would express the sense of Congress that the Soviet Union should respect the rights of its citizens to practice their religion and to emigrate. The resolution would also recommend that these rights be raised at the 38th meetingnow in progressof the United Nations Commission on Human Rights at Geneva. It saddens me that we are again protesting the Soviet Governments outrages against freedom and dignity. Yet we must continue our pressure. because the war of harassment against the dissident community by the Soviet Government has been escalating.
